Revolutionary Digital Solutions in Kazakhstan – from EPIR GO and E-Otinish to the Breakthrough Platform “Bastau”

Dear participants of the Forum,
Please allow me to draw your attention to the undeniable benefits of digital technologies in building an open and transparent society, and in fostering communication and feedback between the non-governmental sector and the authorities.
Kazakhstan has created one of the most modern digital ecosystems in the world for communication with the public.
This achievement was made possible due to the direct involvement of President Kassym-Jomart Tokayev, who personally oversees the key components: the creation of a transparent, open, and responsive government, and the support of initiatives and projects of the Ministry of Digital Solutions within the Ministry of Digital Development, Innovations, and Aerospace Industry of the Republic of Kazakhstan.
Today our digital ecosystem consists of a range of digital products and platforms.
I would like to highlight three of them.
1.The Unified Information Resources System of State Bodies – EПИР ГО. This comprises several thousand websites integrated into a single information platform. The time required to deploy any new governmental information resource is measured in hours. The requirements and content of the sections are uniform and mandatory for all state structures.
2.E-Otinish – a unique product. This digital platform is designed for receiving citizens' appeals in electronic format. We have established a nationwide system for processing these appeals. Citizens can see each of their requests online, along with information on the officials responsible at each level of document consideration. The processing time for requests is 14 days. The state guarantees strict adherence to this timeframe, which is enshrined in law. In case of receiving an unsatisfactory response from the government, the citizen can, with one click, send the entire package of documents to court, where their issue will be reviewed with the involvement of responsible officials.
Since the implementation of this system, we have seen significant progress in the quality of requests handled from the public.
3.Prospective developments. I would like to highlight the digital platform called “Bastau,” created by a group of Kazakhstan specialists. This is indeed a breakthrough technology that allows society to visualize the entire system of governmental structures in 3D spatial visualization mode, providing access to data about their roles, tasks, work results, resources expended, measures to support civil society, support tools for citizens, and much more.
As we understand, this represents the Open Digital Government of the future. Kazakhstan has just started implementing this technology and we invite all interested parties to join and participate in this project.
It is very important to note that Kazakhstan has made a political decision to provide access to advanced digital solutions free of charge to all countries in the world as part of official development assistance. We have already begun this work in our region with the Government of Tajikistan, for instance, as well as in several countries in Africa and the Asia-Pacific region.
