The third annual High-level Dialogue on Human Rights and Democratic Reforms was held in Astana on May 20.

According to the US State Department, at this meeting the parties discussed a number of key issues on human rights. In particular, they discussed how to ensure the rule of law, the protection of freedom of speech and expression, religious freedoms, and the protection of the rights of national minorities and people with disabilities. Kazakhstan was represented by Yerzhan Kazykhan, Assistant to the President of the Republic of Kazakhstan for International Affairs, and the American side was represented by Uzra Zeya, Deputy Secretary of State for Civil Security, Democracy and Human Rights.

"The United States reiterated its strong support for the full implementation of President Tokayev's reform initiatives and praised the progress Kazakhstan has made in promoting human rights — including the adoption in April 2024 of a law that criminalizes domestic violence again. This is a very important step in protecting people affected by domestic violence," the US State Department said in a statement.

The American side added that respect for human rights, including the protection of freedom of speech and respect for independent media, is the foundation of a healthy and prosperous democracy. The US delegation expressed support for the reforms in Kazakhstan and hoped that they would continue with the active involvement of representatives of civil society.

"Respect for human rights and fundamental freedoms is an integral part of a prosperous and developing New Kazakhstan, where independent media, civil society and political parties can operate freely, without unnecessary restrictions," the State Department concluded.
