Today we have gathered to discuss one of the most pressing topics of our time — non-discrimination and the protection of human rights. On behalf of the Republic of Kazakhstan, I would like to emphasize our commitment to the principles of equality and justice for all citizens.
In Kazakhstan, we strive to protect all civil rights without exception, focusing on equality and justice. The main goal is to protect a wide range of rights, such as the right to work, education, protection from discrimination and access to justice.
We strive to comply with the recommendations of international organizations such as the United Nations and the Council of Europe, which emphasize the importance not only of protecting against discrimination, but also of promoting equality in various spheres of life. This harmonizes national legislation with international legal norms.
LGBT people in Kazakhstan have open access to government and international initiatives.
Regarding the petition to ban LGBT propaganda, it is worth noting that the petition is a democratic way of expressing the opinion of society. It has gathered the necessary number of votes and the procedure for its introduction fully complies with the law and international standards.
The most important thing is that according to the results of its consideration, there is no ban for LGBT people. It was decided to conduct a study in 2024-2025 on the social, psychological, medical and other effects of the LGBT movement on minors.
The petition itself was reviewed taking into account the views of all interested parties, including human rights defenders and representatives of the LGBT community.
It is also worth noting that Kazakhstan is one of the most multinational countries in the world. And we are proud of it.
We have more than 130 ethnic groups.
Preserving the diversity of cultures and languages is one of our priorities.
The legislation of Kazakhstan, starting from the Constitution, prohibits any discrimination based on national, ethnic or religious grounds. This principle applies everywhere, starting with schools where instruction in different languages is possible, so that each ethnic group can preserve its identity and language.
Of course, as in any other country, there are individuals trying to incite national or ethnic hatred. But all of them are brought to justice, up to criminal responsibility.
