On May 28, 2025, Commissioner for Human Rights A.E. Lastaev held a regular meeting of the Expert Council on the application of the institutions of parole and sentence commutation, including with respect to women with children.
In addition to the members of the Expert Council, the meeting was attended by representatives of the scientific community and state bodies: the General Prosecutor's Office, the Supreme Court and the Committee of the Criminal Executive System.
Opening the meeting, the Ombudsman emphasized the importance of the issue on the agenda, noting that the institutions of parole and sentence commutation are key instruments of humane criminal policy in Kazakhstan, which give convicts the opportunity to prove their correction and return to a full life in society.
The main report was made by a member of the Expert Council, Sher R.P., who presented an expert analysis of approaches to the application of mechanisms of parole and commutation of punishment for a more lenient type of convicted persons, as well as outlined the existing problems and possible ways to solve them.
The meeting resulted in a number of proposals aimed at further improving legislation to humanize the application of the institutions of parole and commutation of punishment.
The Expert Council under the Commissioner for Human Rights is a consultative body with advisory and analytical functions. It is composed of representatives of non-governmental organizations, human rights defenders and independent experts. The main task of the Council is to develop an open and constructive dialog and to develop recommendations on issues related to the protection of human and civil rights and freedoms.
