Dear Charge d’Affaires of the UK,

My name is Usen Suleimen. I am Director of the Public Foundation “National Endowment for Prosperity”. In the year 2012, when I was Deputy Permanent Representative of the Republic of Kazakhstan to the OSCE on Human Rights, I met with Mr.Zhovtis in the hall of the OSCE. For 30 years he was the Director of Kazakhstani International Bureau on Human Rights and Compliance with the Law. We both initiated creation of the Consultative and advisory body "Dialogue platform on the human dimension" at the Kazakhstan’s Foreign Ministry. The same year I returned to the Kazakhstan’s Foreign Ministry and was Ambassador-at-Large on human rights and from the year of 2013 I was the Chair of the said Consultative and advisory body. Both, Mr.Zhovtis and me, are proud of it.

In 2015 I visited Vienna again and made the presentation of this Body at OSCE in the presence of 57 countries. Every member state was glad for the work of this Body. But unfortunately, similar organization is still not created in any foreign country. This is the first point which I wanted to express to you all.

My second point is about the Draft of the Updated National Action Plan in the field of human rights in the Republic of Kazakhstan for 2025-2030. My suggestion is to Change the title of the presentation of Mr.Zhovtis, because it is against legal regulations, and the activity for his Bureau is to propose and recommend best international laws and suggestions to Kazakhstan’s laws and plans on human rights.

First, this draft was prepared by Kazakhstani International Bureau on Human Rights and Compliance with the Law and by the NGO Coalition which was gathered by the Bureau. The number of the said Coalition is at most 20 NGOs. All of them are granted only by European countries and the UK and USA. They are not granted at all by the Government of Kazakhstan. 2000 NGOS of the Civil Alliance of Kazakhstan have grants from the Government, but not any of them from foreign states.

I would have been happy of NGO Coalition and the Bureau would change the title of the said Draft and write it as “Proposals and recommendations to the Draft of the National Action Plan on Human rights. I will write an official letter to the Government asking not to accept the proposed by Mr.Zhovtis Draft until he changes the title and includes proposals and recommendations of the Civil Alliance of Kazakhstan.
