This was stated in the documentary "Subject to return" on the air of the Jibek Joly TV channel by the Chairman of the Asset Recovery Committee of the Prosecutor General's Office of the Republic of Kazakhstan, Nurdaulet Suindikov. In particular, he explained that the bulk of the assets were returned voluntarily.
"There are some compulsory measures, but most of them are voluntary returns. And based on the current trend, we assume that it will continue," Suindikov clarified in this regard, noting that "subjects are more likely to make offers to voluntarily discuss the conditions of return than to be subjected to some extreme measures in the context of the law"
Regarding the status of "unexplained wealth", the head of the Asset Recovery Committee explained the following. Quote below:
And the last and one of the new ones is the so-called claims for unexplained wealth, when the state has claims, reasonable doubts that one or another person legally owns some property. And the subject must prove that he legally acquired it. If he does not prove this, this property is assigned the status of unexplained wealth by a court decision, and it turns into state income.
